This paper describes the law and the ethical and administrative guidelines that govern the
development and use of human stem cells in Australia. It explains the history of the regulatory
framework, particularly the process of periodic review of the relevant legislation in light of changes in
the science and community views. It highlights a number of ethical issues that have been contentious
and the regulatory responses to date.
